After successfully completing a distinguished 35-year career with the Pakistani Foreign Service, Sajjad Ashraf retired as Pakistan’s High Commissioner to Singapore in December 2008, during which time he was credited with facilitating $2 billion in foreign investment from Singapore into Pakistan, ranking him the most successful serving Pakistani High Commissioner in this regard.
Mr. Ashraf's diplomatic career spans nine countries covering four of the six major continents, and includes overseas postings to Singapore, Senegal (with concurrent accreditation to six West African countries), The Netherlands, Dubai, South Korea, Nepal, Australia, Mozambique and Kenya. His postings have enabled him to work on a broad range of issues in bilateral and multilateral settings, such as Pakistan’s Permanent Delegate to the Organization for Prohibition of Chemical Weapons. In addition, he has represented Pakistan at several international conferences.
Mr. Ashraf has been invited to deliver papers at the Pugwash Conferences and at the Bandaranaike Centre for International Studies (BCIS) in Sri Lanka. While posted in Singapore he regularly participated and spoke at various seminars at the Institute of South Asian Studies (ISAS) and at S. Rajaratnam School of International Studies (RSIS), Singapore, as well as the Australian National University. More recently he has given talks at the Center for Governance and Leadership, Civil Service College, and at the Lee Kuan Yew School of Public Policy in Singapore.
From March 2009–April 2010 Mr. Ashraf served as a full-time advisor to Fullerton Financial Holdings, a wholly owned subsidiary of Temasek—Singapore’s $180 billion sovereign wealth fund. He currently serves as a consultant at the Institute of South Asian Studies, and as a visiting senior research fellow at the Institute of Southeast Asian Studies (ISEAS) in Singapore. He also has the distinction of being awarded the position of Adjunct Professor at the Lee Kuan Yew School of Public Policy at the National University of Singapore, which ranks as one of the top 20 universities in the world.
Mr. Ashraf holds a Masters’ degree in Political Science from Forman Christian College, Lahore, and a Masters’ degree in Defense and Strategic Studies from the National Defense University, United States. In addition, he has successfully completed the Leadership and Organizational Management Course from INTAN, Kuala Lumpur (1994); and the Berkley–Nanyang Advanced Management Program (2007).
Prior to joining the Foreign Service Mr. Ashraf served as Senior Lecturer in Political Science at Gordon College, Rawalpindi.
